Minutes of the Annual General Body Meeting of IASP held Pt JNM Medical College, Raipur on 25th November 2023

President Dr U C Garg, chaired the meeting, called the meeting to order at 5.00PM. As there was no adequate quorum, the meeting was adjourned. President Dr U C Garg, re convened the meeting at 5.15 PM and welcomed all the members for the AGBM 2023 and requested the Secretary General, Prof Varghese P Punnoose, to proceed with the agenda for the meeting.

After a silent prayer the Secretary General requested the members to propose obituaries if any.

  1. No obituaries during the current year. Moving on to the agenda,

 

  1. Presidential Remarks: In the presidential remarks, Dr U C Garg briefly mentioned the important activities of IASP during the year 2023 and thanked all the members of IASP for giving support and mentioned that 2023 was a fruitful year for IASP. He mentioned about NCIASP 2022 at Agra, Mid Term CME 2023 Kumarakom, Kottayam and the Community Programme at at MGIMS, Sevagram. He also mentioned about the elections to WPA in the year 2023.
  2. AGBM Minutes 2022: The Hon. Secretary General Prof Varghese P Punnoose read out the AGBM Minutes 2023. There was a discussion regarding the corrections in the Constitution and Secretary General mentioned that the proposed corrections are included in the constitution. Prof Roy Abraham Kallivayalil suggested for a task force of IASP for POCSO Act. Prof R Srinivasa Murthy also supported the same. The AGBM authorized the EC to form a task force for POCSO Act with Prof Anilkumar T V as chairperson of the task force. The AGBM suggested to include Prof Indira Sharma, Prof Sekhar Seshadri in the Task force. The AGBM minutes 202s was approved by the AGB proposed by Prof R Srinivasa Murthy and seconded by Prof Roy Abraham Kallivayalil.
  3. Secretary General’s Report 2022-2023: Hon. Secretary General Prof Varghese P Punnoose presented the Annual report 2022-23. He mentioned about the important activities of IASP during the Year 2022-2023. He concluded the report by thanking the President Dr U C Garg, all distinguished past presidents, President-elect Prof Debashish Basu, Vice- President Prof Mamta Sood, Hon Editor Prof Nitin Gupta, Hon Treasurer Dr G S Kaloiya, Assistant Secretary General Dr Jaimon P M and all other members of E C and finally the entire membership of IASP who helped him to steer through my third year of the office of Secretary General. The AGBM appointed Prof Roy Abraham Kallivayalil as the new Chairperson for membership committee and Prof R Srinivas Murthy as the chairperson of Ethics Committee for 2023. The Hon. Secretary General’s Report of IASP for the year 2022-23 was approved by the AGBM, proposed by prof Rakesh Chadda and seconded by Prof Anilkumar T V.
  4. Treasurer’s Report 2022-2023: The report was presented by the Hon Treasurer Dr GS Kaloiya. There were discussions on the Hon Treasurer’s Report. Prof Joseph Varghese mentioned that the income is less than the expenditure and there is a need for budgeting for IASP. He suggested that a yearly Budget proposal to be given to the EC by the Hon. Treasurer. He mentioned that the budgeting should include the renewal fees for WASP, WPA, WFMH and for Journal Expenditures. Prof Rakesh Chadda supported the suggestions given by Prof P Joseph Varghese and mentioned that the budgeting should include CME and educational activities of IASP. Prof Roy Abraham Kallivayalil also supported the suggestions and put forward a suggestion about decreasing the number of print copies of Journal to cut down the expenditure. The President Dr U C Garg concluded the discussion by mentioning that the report is not a final audited report and final report, budgeting and other matters will be placed in next EC Meeting. The AGBM authorized EC to form a Financial Committee with Prof Abdul Majid as Chairperson with Hon. Treasurer and President as members to discuss regarding the financial matters. It was also decided to give soft copies of Hon. Treasurer’s Report to the Members. The Hon. Treasurer’s report was approved by the GB proposed by Prof R Srinivasa Murthy and seconded by Dr K K Mishra.
  5. Editor’s Report 2022-23: In the absence of the Hon. Editor Prof Vivek Agarwal, the report was read out by Prof Varghese P Punnoose. Prof R Srinivasa Murthy appreciated the Editorial team for their tremendous job. Prof Roy Abraham Kallivayalil suggested to explore the possibility of article processing charges for the articles. Prof R Srinivasa Murthy suggested that article processing charges can be a last resort. Prof P Joseph Varghese mentioned that the we can wait for the report by the Financial Committee. The members of AGB congratulated the Editorial Team for the excellent work. The Hon. Editors’ Report was approved in AGB proposed by Prof Roy Abraham Kallivayalil and seconded by Dr K K Mishra.

 

  1. Report of the Committees:
  2. Constitution Committee 2022-23: No further corrections or amendments after adoption of resolutions for Rationalization of IASP Constitution.
  3. Election Committee 2022-23: No elections were held in 2023.
  4. Awards Committee 2022-23: IASP Award committee has Prof SK Khandelwal, Prof PK Singh, Prof Roy Abraham Kallivayalil, Prof Joseph Varghese and Prof Rajiv Gupta as members, and Prof UC Garg and Prof Punnoose Varghese as ex officio members.

IASP has 2 orations, 4 awards based on oral presentations, one award for poster presentation and one for publication on social psychiatry in an Indian journal. This year, we received 21 entries for various awards. We had 2 entries for NN De Oration and 3 for Venkoba Rao Oration.   There were 5 entries for GC Boral award, 3 entries for BB Sethi award, 2 for VK Varma award, 3 for Balint award, 2 for JK Trivedi and one for Anil Malhotra Awards. One of the entries for GC Boral award was ineligible, since the paper had already been presented in another meeting. All the entries were assessed by a panel of 3 judges from different parts of the country and the oral and poster presentations will be further assessed during the annual conference. Awards will be declared during the AGB at Raipur.

  1. Venue for next IASP Conference was discussed but there were no specific recommendations. The AGBM authorized the EC to discuss and finalize the dates and venue for 31st NCIASP 2024.
  2. The Annual Mid Term CME IASP 2024 was proposed to be held at Srinagar, J& K by Prof Abdul Majid, in March/April 2024 and was approved by the AGB.

 

  1. The awards of NCIASP 2023 were announced by Dr U C Garg. The AGB congratulated all the Award Winners.

VK Varma Award: No paper found suitable

JK Trivedi Award: Depression, stress, anxiety and family burden in family caregivers of patients with severe mental illness and their coping strategies during Omicron wave of COVID-19 pandemic. Manish R Thakur, Vaibhav Patil, Pooja Shakya, Mamta Sood

Anil Malhotra Award: Are people with opioid dependence who inject opioids different from those who do not? – Findings from a cross-sectional, observational, community-based study from North India. Dr Pooja Shakya, Ravindra Rao, Alok Agrawal, Roshan Bhad, Atul Ambekar, Deepak Yadav

The AGB congratulated the Awards Committee chairman Prof Rakesh Chadda for the meticulous way in which the selections are conducted.

  1. Other matters permitted by the chair:
  2. DRP Postings of Post Graduates. A task force may be beneficial in formulating the policies. Prof Joseph Varghese pointed out that a letter may be sent to the Government regarding the same.
  3. Prof Indira Sharma proposed to have more awareness programmes by IASP. The AGBM authorized EC to discuss on the same and decide.
  4. The Agra NCIASP 2022 awards are proposed. Prof Rakesh Chadda and Prof Roy Abraham Kallivayalil supported the same and the AGBM decided that the proposal should come from the Organizing Committee of NCIASP 2022 to Awards Committee and final decision can be taken by the EC.
  5. The NCIASP Quiz 2023 for the PGs was also done during the conference for the Second time in National Conferences of IASP with a prize Money of Rs. 5,000/ as 1st Prize. Dr Arunima Krishnan, JR from Government Medical College got the first prize for National Level PG Quiz.
  6. For the first time awards (Rs 5,000/- each) for free papers and E posters were instituted at NCIASP 2023 Raipur. Dr Jasmine Fathima Said, JR from Government Medical College, Ernakulam got the Award for best Free paper and Dr Bhupendra Singh Thakur, JR, Pt JNM Medical College, Raipur bagged the award for the best E- Poster.
  7. The AGB congratulated all the award winners of NCIASP 2023.
  8. The President, EC members and AGB congratulated the Secretariat for its smooth and efficient functioning.
  9. The President Dr U C Garg and the AGB congratulated Prof Varghese P Punnoose and team for conducting the Mid Term CME 2023and contributing Rs 1.5 Lakhs to the association.

The Secretary General proposed a vote of thanks and the President declared the meeting to be closed at 6.40 PM.
